OKMC (Origins of Kuroshio and Mindanao Current)是美國Office of Naval Research (ONR)資助的黑潮與民答那峨海流緣起探測計畫,參與機構包括Scripps Institution of Oceanography、Woods Hole Oceanographic Institution和Applied Physics Laboratory/University of Washington,自2011至2014年。OKTV (Observations of the Kuroshio Transports and their Variability)為我國科技部資助的黑潮流量觀測整合計畫,參與學校包括臺大、海大、臺師大與交大。此次研討會是繼2013年8月在美國西雅圖辦的參方(含菲律賓)研討會後,在臺北辦的第三次探測結果研討會,計22場演講,約40人參與。美方成果著重在North Equatorial Current、North Equatorial Under Current、Mindanao Current、Kuroshio (由菲律賓東方到呂宋海峽)等的錨碇ADCP、HPIES、Seaglider、Spray glider、drifter和研究船的探測和分析,加上數值模式動力分析的結果。我國OKTV計畫則累積了23個航次的黑潮截面流速、水文、生地化參數觀測結果,更重要的是我們完成了花蓮測線上連續兩年的錨碇PIES和ADCP觀測,對分析黑潮在臺灣東方的變動至為重要。雙方都有創新的成果,也大幅充實了西北太平洋西方邊界流的觀測資料,並從中獲得許多現代海洋觀測技術與黑潮變動相關的概念:

  • Demonstration of an autonomous approach to ocean observation, with little reliance on research vessels.
  • Improved prediction of a critical region through an integrated modeling and observational system.
  • New way of doing regional oceanography.
  • Trans-basin sub-thermocline currents.
  • The Kuroshio is not a stable current east of Taiwan with 50-100% variations of its climatological values.
  • The Kuroshio presents O(150) km meander east of Taiwan in winter.
  • SSHa system (eddy or Rossby wave) is not the only one mechanism causing the Kuroshio variability.
  • The variability of the Kuroshio off the northeast of Luzon differs from that off east of Taiwan.

目前已有6-8篇出版(或甫獲接受) 於JGR-Oceans、GRL、DSR-I等期刊,尚有多篇論文在撰寫或已投稿審查中。會中亦討論將在期刊Oceanography出版專刊,彙整有關西北太平洋環流的最新發現。
